The hidden fathers of Xiconomics – Formiche.net

->

Everyone knows that the Republic of China is not a democracy, but few know how to generate and are built in China Policy. A good esempo to understand these processes may be just the genesis of Xiconomics, the Supply-Side to the Chinese economy, which we have already spoken of Formiche.net .

As in almost all the great reforms of the last years a strong role germ has had the close relationship between the Chinese apex institutions (President, Premier, State Council) and the University / Research system.

The University Chinese system is very branched, selective, and has many universities which are now constantly in the first places in the rankings of the best universities. Large universities are not only in Beijing or Shanghai, also University of smaller centers (always on the Chinese scale) are of the highest level such as Zhejiang University, Hangzhou, or the University of Science and Technology who is in Anhui Province. The Chinese universities are very open to trade and kmolti cases create real venues abroad.
An example very close to us Tongji University in Shanghai, recently opened an office in Florence, l ‘ game initiative and strongly encouraged by Renzi when he was Mayor was concluded in 2014 by the Mayor Nardella and now has a beautiful home in the former Church and Convent of the Jesuits in Florence can accommodate residentially 150 students.

in China the system of universities is flanked by a series of academies, which provide higher-level qualifications, such as the Academy for social Sciences (CASS), considered one of the most influential think tank in the world in the economic sector, the political Science and Government. Then there are many research institutions which refer to the various Ministries, of varying quality, some high-level other decidedly poor.

In the case of the Supply-Side Chinese economy, in retrospect, the early signs can be a glimpse at a major initiative Free of tax (abolition of all agricultural taxes in all Chinese provinces, 2006) made by the Minister Xie Xuren of the State Administration of Taxation. In 2007 he became Minister of Finance Xie Xuren himself as director of the Research Institute for Fiscal Science brilliant macroeconomist, official of the Ministry of Finance named Jia Kang, one of the main themes of research of the Institute under his direction was precisely the simplification of the Chinese tax system.

Jia Kang , in 1988 he obtained a scholarship from the Heinz Foundation study, at the University of Pittsburgh, a of the most important centers for the dissemination of theories Reaganomics. Encouraged by Minister Xie, Jia, in 2013, he left the Ministry of Finance to go to direct the Academy of New Supply-Side Economics. Around the same time (2012) the Academy of Social Sciences held a series of seminars to the leadership of the State Council (with certain participation, among others) of Premier Wen Jiabao, the then Vice Premier Li Keqiang, Premier now, and the then Secretary General of the Council of State, currently Vice Premier Ma Kai), booby reform of the Chinese economy. The argument put forward by CASS economists was essentially that were boosted domestic consumption, the supply of services, promoting policies for technological innovation, and to do all that was necessary a strong liberalization of the economy with a reduction in weight and the power of large state companies. This type of encounter continued in the following years even after Li Keqiang took over from Wen Jiabao.

This approach is very “Chinese”, and involves a large number of people, not just the leaders. Once started develops with conferences, publications debates in different locations, Institutional and Institutional extra.

This form of traditional accordion consultation of Chinese decision-making is not limited only to the Chinese. In that big country which is China there is indeed a government (an institution which is headed by a Minister, but that is not the Council of State) for Foreign Experts (Foreign Experts Administration) that deals with various things, from visas and green cards for experts, the awards, all’organzzazione periodic thematic meetings between experts from different sectors and Chinese leaders.

on issues related to the reform of the economy of China and the 13th Five-Year Plan , there have been many meetings and seminars, more or less restricted, in the last two years with great Characters internationally. Perhaps the most influential is Joseph Stiglitz , Nobel Prize, considered a great friend of China, heard especially as regards the issues of Unequal Society.

Another character much appreciated by the Premier Li is Jeremy Rifkin . It is said that Li is an enthusiastic reader of the book Rifkin “The Third Industrial Revolution”, and has recommended its reading to other members of the Government and its employees.
But they are not the only ones, in recent months Li He has certainly met Christopher Pissarides , Nobel Prize, of the London School of Economics; Martin Wolf , a columnist for the Financial Times.

In the list can not be missed Romano Prodi , one of the few Italians with high-level relationships in China. I do not know of its special meetings on the Five-Year Plan or the New Supply Side Economy, however, I saw with interest that in the opening days of the Two Sessions of the People, the State Council has published with great prominence editorial Prodi on China published by the Messenger of a couple of weeks ago.
And so the big news of the Supply Side Economy to China, actually, as always in China, was a dish that required a long preparation, long cooking and so many cooks, also Italian.
