The school year 2015/2016 has officially kicked off and with it all the news about the on the job training provided to students by the new Italian law 107. The school activities of alternation will be financed by funds allocated by the government to the tune of 100 million euro by 2016. The news affecting both the technical and vocational schools, which in some cases have already experienced the system of alternating school -work, both high schools, for which stage, training and teaching in the laboratory are a real novelty.

For students newly enrolled in the third year of secondary school are able to open the doors of factories, museums and cultural centers. All further information concerning the criteria the school-work and analysis of the highlights of the law 107 are in the leadership of Il Sole 24 Ore.

The alternation with work officially enters into the school curriculum, and involve, starting from the third class, all high school students. The projects, enhanced, “training on the job” must be included in the plan of training (the identity card of the individual institution) to be prepared by October, with the whole school community; and skills acquired by the young people in the paths of “study and work” will be assessed a graduation examination.

The Ministry of Education has prepared the draft circular, around 49 pages, to be sent the next week to principals to illustrate the “new” alternation foreseen by the reform Renzi-Giannini, with hours of training in the company rising from the current 90 to at least 400 in technical and vocational schools and at least 200 in high schools. A “handbook” primarily useful for those schools who have never applied the alternation (has been operational since 2005), which discusses, in detail, the new regulations and the practical requirements to run.

Schools will need to come in close contact with the territory, assessing employment opportunities, and so “calibrate” the best study plans to be proposed to the students. This year will be a transition phase: the new alternation will be mandatory for the third year. Fourth and fifth will be launched instead, as in the past, according to plans drawn up by institutions. The alternation will be illustrated in the fact POF annual, to be delivered to the families, and scheduled over three years. Institutions is suggested to leave immediately with a guidance system to accompany the boys to the first year of high school in the learning experience that awaits them; and calls for the formation of school committees specific to the alternation.

To let the students in the company (or in other public and private institutions mentioned in the Act 107) serves a convention should detail the project, the students involved (even entire classes) time of the trip, the procedures for monitoring and evaluation of the course. The Ministry of Education identifies as well, albeit in a general way, the minimum requirements to be met by the host structures, ranging from the existence of adequate space, technology capabilities, organizational ones (positive is that you do not even require economic and financial indicators).

The student will have a personalized plan, and will be joined by two tutors, one school, and another “external” (should be the expert company – but the point should be clarified). He then speaks of co-designing the curriculum (school-work), but also here should be better highlighted the contribution of the company (which has to be tangible). The experience “on the job” must be certified (class councils will award credits), and the entire route will be evaluated within the State examination. Here it remains to understand the role of the external tutor (it is good that participants at the time of evaluation and not leave this task only to the school), and especially the impact on maturity (it will change, as hoped, the second round, giving weight to the alternation? ).

The new system will rely, this year, 19 million euro (Law 440) and a part (66 million) of the 100 million allocated annually by the reform. At the moment there are no incentives specifically for companies that will host the boys.
