The long-awaited White Paper, the policy document that defines the military for the next 15 years the role and characteristics of the Italian defense, was approved yesterday by the Supreme Council of Defense.
LOOK AT THE MEDITERRANEAN
In sixty pages, the document International focuses on instability and on the look of the Peninsula, which from now on will be addressed in particular on euro-Mediterranean region, the main source of concern for our country. Attention to the front of euro-Atlantic hub of the frame of national defense and security through active participation in established mechanisms for the prevention, deterrence and collective defense such as NATO and the European Union.
STRATEGY INSTRUMENT AND MILITARY
The new defense strategy outlined in the White Paper has a diversified and multi-disciplinary approach with varying degrees of effort according to the situations and with the use of all instruments at disposal of the state, including – but not only – the military. To do this, the document identifies certain lines of action: understanding the causes of modern conflict and the needs arising from the evolution of international scenarios; prevent the emergence and consolidation of situations of risk or threat to the country; timely intervention for the management of crisis situations and for the elimination of any direct threats.
The military instrument must be large enough to allow for a proper balance between the different components and operational flexibility.
PERSONNEL

To achieve this goal will be developed a law for many years the largest investments of Defense and will overcome the current tripartite division of the costs of the defense budget. In other words, it will be adopted an organizational model lighter, linear and characterized by a smaller number of hierarchical levels, without duplication organizational and bureaucratic superstructure.
INDUSTRY AND TECHNOLOGICAL INNOVATION
There is also space to policies for innovation and scientific and technological research. According to the White Paper, Defence must maintain adequate expertise in this field by identifying and defining their needs perspective; promoting the development and enhance the international industrial sector; and stimulating and benefiting from the development of technologies and dual systems (ie, for both civil and military use).
How? The priority technological and industrial activities which give support will be identified by a specific “plan”. Certainly, for now, there is the decision to focus on closer cooperation between the defense and the industry that would also involve universities and technology districts.
