Digital Italian, such as chance in 2016 for the ascent – Digital Agenda

 2016 promises to be a year full of important milestones on the digitization of businesses and public authorities.

 And Italy is an opportunity to get out of the position at the bottom of the queue in the European Union in the field of society and digital economy: 25th out of 28 Member States according to the EU index DESI ( ‘Digital Economy and Society Index’), Italy now has the opportunity to demonstrate that digital is not only within reach of our neighbors.

 And 2016 has many new products in the pipeline and will be a breakthrough year for the digital in our country.

 Launched in 2015, the SPID ( Audience of Digital Identity System) gets underway this year with three managers and Digital Identity already accredited with the new CAD (Digital Administration Code), which will serve as a framework legislative supporting SPID and Italy Login.

 The development of the SPID, digital payments and the only registrar are the priorities of this year Italian Digital Agenda together with the development of electronic invoicing, certified mail and digital preservation.

 These initiatives that will improve digital performance in public services and online businesses, but also in everyday life of electronic transactions with citizens and business and public administrations.

 Also in Europe, 2016 promises to be an important year for digital. A date to remember: July 1, the day when the provisions relating to trust services under the Framework eIDAS (Regulation no. 910/2014 on electronic identification and trust services for electronic transactions in the internal market) will be of application . But what does it mean in practice? What will change?

 From 1 July the European regulatory framework for electronic signatures (1999/93 / EC) will be repealed and replaced by a Regulation directly applicable in the 28 EU countries, as well as electronic signatures, it will cover a range of fiduciary services as the seals electronic, the e-mail delivery services, certificates of authentication of web sites, and will provide an unprecedented legal certainty for electronic transactions across borders and contributing to the dematerialization of business processes and public administrations.

 But this is just one of the goals, although extremely important, to be reached this year. As part of the creation of a digital single market, several initiatives are being prepared to contribute the most to the creation of jobs and growth and boost the European economy. Aimed at the development of cloud computing, industry 4.0, the rise of e-commerce, mobile data connectivity without boundaries, simplifying access to information and content, in full respect of privacy, personal data, security computer and network neutrality.

  And between the action of the Digital Single Market also ranks the Action Plan for eGovernment 2016-2020 . The new Action Plan, which will be based on responses to the consultation, will give a boost to national activities and will contribute to cross-border public services in the EU, promoting the interoperability of systems and key tools such as electronic signatures, but also eProcurement, e-invoicing, the share of public sector information. These are just some of the measures that, once implemented, will create the conditions necessary for the development of a network of cross-border services that can be used by citizens and companies regardless of the country you are.

 Mutual recognition by EU countries of the electronic means of identification for access to public services as introduced in eIDAS Regulation is equally essential and is also important in the context of Italy’s SPID (Public Digital Identity System). Under eIDAS, the EU countries can already notify and acknowledge the national notification means used by citizens and businesses to access cross-border on-line public services. We are working on the interoperability of European-scale, thanks to the existing norms, standards, technological infrastructure developed in the framework CEF (Connecting Europe Facility) that make Europe an undisputed leader worldwide in the field of electronic identity.

  All of the important steps towards dematerialization and de-siloing. But because the digital switchover is conducted successfully, you must create the necessary synergies between public and private sectors at the national level, but more importantly, at European and international level.
