The last change is the March 3, 2015 at 10:32.

The government pulls straight on the floor ultra-wideband, including ambitious targets required by the EU, but chooses a technical break the rules to implement it. It is the line prevailed within the executive and the large working group coordinated by the Deputy Secretary of Palazzo Chigi Raffaele Tiscar and with the participation of the advisers of the prime minister also Yoram Gutgeld and Andrea Guerra.

Some aspects can be discussed and changed again during the Council of Ministers convened for this afternoon, but the switch off from the copper network to fiber at least for now should not be imposed with a mandatory deadline (before 2024 there was talk then of 2030) that might impact on the financial sustainability of Telecom Italy. In the plan – said yesterday the Secretary for Economic Development with responsibility for Communications, Antonello Giacomelli, after the EU Competitiveness Council – are not expected shutdown or a date for the switch off of the copper network of Telecom Italy. “There are cases of arbitrary shutdowns network or whatever. We have created a plan that would serve to investments of the operators, not the contrary. ” “There will be many surprises – continued Giacomelli – the plan is the effort it takes to bring the country to be a leader in digital.” On the passage copper-fiber to prevail would be a formula softer, with more than one pass for the provision of the old network, commensurate with the population density of the areas of the territory. Remain open though the assumptions to impose immediately the universal service for connections to 30 megabits and to provide users with the service at the same price, regardless of the use of copper or fiber.

The discussion however will continue in the coming weeks, when the government could decide to enact a measure by implementation of the strategic document.

Tax relief and voucher
Probably, government sources reported yesterday, which promotes the migration from copper to fiber optic (possibly by bringing in homes with FTTH) with a voucher system or grants that dir you want. An aid to the question that would take effect only from 2018 – when the network will have superfast proper dissemination – technically would be managed by the operators and would be linked to any activation procedure. Initial hypothesis: 100 EUR.

At the same time it is thought to support the offer. And for that you will use in the first place, the implementing decree of Dl Unlock Italy, with a tax credit of up to 50% drawn on IRES and IRAP for infrastructure investment in ultra-wideband. On this measure, however, the European Commission would be asked to constrain the benefit of a real technological leap: it remains to be seen whether the government will use as a criterion the simple connection speed or, as they fear Telecom Italy and Fastweb, the technology used in choosing the If the more expensive FTTH.

The resources and Cadastre
The plan includes the creation of a single cadastre infrastructure: must be supplied by all tlc operators but also from all other entities, public and private owning infrastructure pose used for the development of new fiber networks: local authorities, operators of gas, electricity, water and so on. It will be a first step to handle more orders than in the past the public resources that will be used to direct interventions on the network, in partnership with the private sector or with the formula of the incentive depending on the area (there are four “clusters” of intervention ).

The objectives for 2020 are the adoption of 100 megabits per second by the 50% of the population and cover with 30 megabits to 100%. The government now puts on the table 4 billion from the Fund Development and Cohesion (FSC) and 2 billion European funds managed by the regions (ERDF and EAFRD). Since the document was developed in consultation, however, a few things have happened, including the formalization of the EU proposals for the Italian plan Juncker. And one of the news would be just the intention to advance through the EIB, under the plan Juncker, 1.5 billion endowment of the FSC that would otherwise be used only by 2017.

Measures to “Digital Growth ‘
In addition to the development of networks, the government presents the main objectives of the spread of digital services. “Italy login” will be the online profile with which users will have access to all public services and receive or send communications. The public system of connectivity will ensure the interoperability of all Pa connections with ultra-wideband. It also points to the obligation of the wi-fi in all public buildings, including schools and hospitals
