Lombardy, Civil Protection: updated directive warning system. New Products – Journal of Civil Protection

An update of the continuity with the preceding provisions, but with the introduction of technological innovations and new channels of communication is what provides the new “Guidelines for regional management organizational and functional warning system for natural hazards for the purpose of civil protection” of the Lombardy Region

Approved last December, will enter into effect on April 27, 2016 update the “Guidelines for regional management organizational and functional warning system for natural hazards for Civil Protection” of the Lombardy Region.
The document establishes procedures and functions for situations of potential risk in Lombardy. L
a regional structure that deals daily to verify the expected weather conditions and their impact on the ground is Functional Centre for Monitoring (CFMR): i n case of prediction of potentially dangerous situations, the CFMR emits a “Notice of Critical regional” , a statement sent to target institutional and disseminated to the public, which triggers a “state of alert” for a particular risk (geological, hydraulic, heavy thunderstorms, high winds, etc …), organized for homogeneous zones and graduated on risk scenarios provided. The document also provides operational guidelines to be kept at the main risk scenario described. The goal of the service is that those responsible for the system of Regional Civil Protection (prefectures, provinces, municipalities, authorities hydraulic, etc …) alerted early enough, they can take timely appropriate action to guarantee the safety of people and things , according to their emergency plan.
The new directive approved intends to give continuity to the current but introduces technical, technological innovations and new channels of communication , in order to give greater effect to the procedures and make them more consistent with recent guidelines of national homogenization of the warning system.
These are the main changes:

• transition from eight to seven types of risk for which there is the ‘ alert : hydraulic, hydrogeological, heavy thunderstorms, high winds, snow, avalanches and forest fires (were excluded heat waves, traced entirely under the coordination of the Regional Health Service);
• Use the color code the second grade national levels of criticality (was eliminated code purple);
• introduction of stages minimum operating to be activated at local to deal with the expected second event actions congruent evolution of critical issues to be assessed at the local level;
• introduction of new and more effective forecasting tools ;
redefinition of the homogeneous zones of alert and the associated thresholds to reduce missed or false alarms : from 8 to 11 switches in areas where there is potential hydro-weather;
• use Certified Mail (PEC) for the communication to the subjects of the Regional Civil Protection System ;
• prescription for recipients of alerts of critical, routinely use the Web sites provided by the Lombardy Region, to check, at least daily, the situation mentioned.

In addition, the new Directive introduces the principle that at increasing levels of criticality corresponds to the use of an increasing number of communication channels, with the following method:

green code – on the websites provided by the Lombardy Region is published the “current situation”
code yellow – on the websites provided by the Lombardy Region is published the “current situation” and is sent a communication with PEC and PEO (Mail Ordinary)
code orange / red – on the websites provided by the Lombardy Region are published the “current situation” and the Notice of criticality. In addition, through PEC and PEO, it takes tendering the Notice of criticality and sending a text message on his cell phone of mayors and their deputies, as well as the publication of the Notice of criticality through the app “Civil Protection”.
As regards, finally, the Emergency Procedures, shall remain in force the provisions contained in Title II of the Directive approved by DGR No. 7/21205 of 03.24.2005.
