Returning to the Sicilian agricultural system efficiency by eliminating parasitic sacs with a clear goal: stay on the market, creation of real work, using public resources for growing companies. It is the philosophy behind the scheme by the Directorate of Agricultural Resources of the Sicilian Region Antonello Cracolici, who is trying to translate the implementation of the Rural Development Plan 2014-2010 which is worth 2.2 billion euro of EU funds .
Concepts that the commissioner reiterated again yesterday during the Monitoring Committee which met in Palermo: the work started you will have to close by 24 March. At that Cracolici it reiterated what now has been saying in all public occasions and not only simplify the procedures for the disbursement of contributions to agricultural enterprises, to ensure that the contributions will bring concrete results.
The Monitoring Committee, with the participation of officials of the ministry, the Councillor, the Agriculture Directorate-General in Brussels and representatives of social partnership, the authority is asked to approve the selection procedures of the Community program, or the criteria that will be used in the coming years for the processing of notices. Pending the final draft were announced some changes from the previous programming: there will be the possibility for large companies to access funds for technological improvement and for smaller companies a minimum production ceiling will be fixed. “In the preparation of the selection criteria – says Cracolici – we are working on a management system more streamlined and inclusive calls, which bet on rewarding points to promote organic farming and actions for the closing of the chain, the concentration of ‘ supply and marketing of Sicilian products. ” The first calls, if everything goes smoothly, should be released by mid-March. And an important change concerns the submission of applications: “To know if you can participate in the call – said the commissioner – simply present a few documents, those absolutely necessary. Will the administration to ask then all the complete documentation to participate in projects and receive funding. “
In the new For 2014/2020 there will also be benefits for projects that link technological innovation, environmental protection, the creation of new jobs. On the contrary it will be excluded from funding those who exploit illegal labor. “We have put effective measures of bureaucratic simplification – said the commissioner – such as the elimination of the old system of sliding rankings that will be replaced by a more dynamic model, which provides for two calls a year. To streamline procedures, there will be a first step for the submission of applications and the identification of eligible subjects, and a second step for the evaluation of the technical design which will focus only on the projects approved for financing. This will shorten the waiting time for recipients. In the old programming projects they were funded after three years, now we are aiming to give certain answers in six months. “
Meanwhile, the commissioner takes home another result on the front of the Stability Law of the Sicilian Region (which should receive today the final mark). A rule that restarts the revolving fund for the restructuring of the liabilities of agricultural enterprises through the allocation of 13 million Euros that will cover the payment of bank interest, ten-year mortgages. “We calculate – says the commissioner – that with this fund will be restructured debts for an amount of between 150 and 200 million Euros. Another important new feature is the “start-up” of the system: from now on every year may be submitted for the restructuring of the debts incurred until 31 December of the previous year. To date however, the system was “locked” to 2010 ‘.
The same rule also provides that the capitalization requirements for agricultural cooperatives should no longer be submitted by individual members but may be submitted by the cooperative or company . “This allows – says Cracolici – to strengthen our system of companies and increase their competitiveness.”
