the decree implements the measures for the new call of the Sustainable growth Fund, which facilitates research and development projects in the areas of technology Horizon 2020 .

the budget available under Axis I, 1.1.3 Action, the national operational program “Enterprise and Competitiveness” 2014-2020 ERDF is 180 million euro , as follows:

• 150 million euro for projects to be implemented in less developed regions (Basilicata, Calabria, Campania, Puglia and Sicily);
• 30 million euro for projects to be realized in the transition regions (Abruzzo , Molise and Sardinia) with the 60% reserve for SMEs.

the joint projects may provide for the participation of enterprises in the north central for a share of less than 35% of costs, provided that the activities of these companies are strictly necessary to achieve the project objectives and transfer elements are in place knowledge to the regions of the center-south.

They can take advantage of facilitations in this decree the following subjects:

1. businesses carrying out activities referred to in Article 2195 of the civil code, points 1) and 3), including handicraft production enterprises of goods referred to Law 443/1985;
2. the agro-industrial companies mainly active in the industrial activities;
3. enterprises carrying auxiliary activities mentioned in paragraph 5) of Article 2195 of the civil code, in favor of the undertakings referred to in subparagraphs a) and b);
4. research centers with legal personality.

1. research organizations;

Each individual may submit only one application out of the tender with the exception of the research organizations.

the general costs are calculated on the basis flat rate equal to 25% of direct costs.

soft loan equal to 20% of costs, with this new contract is in addition a grant assigned according to the following percentages:

1. a) for the costs and expenses related to industrial research:

– 60% for small firms;

– 50% for medium-sized companies;

– 40% for large companies;

– 47% for research institutions;

1. b) for costs and expenses relating to experimental development activities:

– 35% for small firms;

– 25% for medium-sized companies;

– 15% for large companies;

– 22% for research organizations.

They are also provided for increases to contribution of 10% for joint projects where share at least one SME and where none of the proponents support more than 70% of costs and by 5% for projects which will be completed by December 31, 2018. These increases shall be added together.
